Polish Prime Minister Donald Tusk has warned Russia is planning hybrid attacks using drones or rockets against European countries supporting Ukraine, including Poland.[1] Tusk first raised this class of threat on September 17, noting at that time Russia may attempt to frame any such strikes as accidental events.[2] Modified Russian Geran drones equipped with rocket engines are not vulnerable to the handheld air defence systems fielded by Ukrainian forces, according to reporting.[5] Operators have changed flight altitude tactics for these upgraded drone models.[6] On the night of September 22, Russian armed forces conducted a combined rocket and drone strike against Ukrainian territory, targeting industrial and port infrastructure.[3][4]
